CSX on CR: Restricted Proceed vs Restricting Signals?
There are so many different signal aspects coming from so many previous railroads, that CSX is trying to simplify it some. 1290 are the original "restricting" signals from various predecessor RR's. 1291 was "stop and Proceed", which has been changed to basically "proceed at restricted speed without stopping."
