Atlantic, Hill Country, Texas, central Florida, southern Arizona, and the Upper Midwest are at risk for more flooding rainfall on Tuesday.

The MTA announced last year that it would spend $6 billion over the next decade to flood-proof the system, including adding new pump rooms and drainage capacity. Stormwater is a major threat to public transportation. On a dry day, the MTA pumps about 14 million gallons of water out of the subways.

Severe flooding in North Plainfield led to a house explosion and multiple rescues, including a driver stranded in rushing waters.

The rain fell in two waves, said Gov. Phil Murphy, with the first knocking communities 'off kilter' and the second 'came in for the kill.'

Texas on Saturday faces an upper-atmosphere wave of low pressure that could trigger storms and an increasingly deep flow of Gulf moisture.
