STATEN ISLAND, N.Y. — A weather alert has been issued by the New York City Emergency Management Department in anticipation of a storm forecast to impact the city on Thursday. In coordination with the National Weather Service, the department is monitoring a low-pressure system set to deliver heavy rainfall and gusty winds to the five boroughs.

In some years, the waters of the equatorial Pacific Ocean are abnormally warm or cool, conditions known as El Nino and La Nina, respectively. This year, there’s a weak La Nina that is likely to fade over the winter, so meteorologists don’t have that key signal to make clearer predictions.
Conditions, he said, should be drying out from southern New England to the mid-Atlantic by Friday evening - which could potentially create breezy conditions for trick-or-treaters on Halloween. His advice - bring a rain poncho or umbrella.
