For coming to Manipur you need no special permission. You can come by flight. But, if choose to travel by road, that AH1 (Asian Highway 1) you need to avail an inner line permit to cross Nagaland. You can check out on the net (specially the Nagaland Tourism site) your most convenient place from where you can collect the permit. You can also come to Manipur through the NH 37 that connects Imphal, the capital of Manipur to Silchar in Assam, and for it you need no special permit. Unless you are specially interested in enjoying the scenery while travelling though road, it is better to avail a flight to come to Imphal. Regarding other places in the North-East, you need Inner Line Permit to visit Arunachal Pradesh. But, it is always advisable to check out the Tourism websites of the states you wish to visit in the North-East.
